The wind can play a huge factor in where striped bass will be.  Stripers are known for roaming a lot as the follow bait fish in open water.  The wind can often help dictate where bait fish will be and the stripers will follow.  If you fish for largemouth bass, you know that largemouths will often be found around cover and then they will go out and search for a meal here and there.  Striped bass are completely different.  They are often roaming around in open water and they usually try to stay near schools of bait fish so they can find a quick meal once they get hungry.
