The time of day can definitely affect the perch bite, however, the seasonal migrations are much more important that the time of day you are fishing.  Generally, if you can find the perch, you should be able to catch them.  There may be a peak bite in the early morning and late evening, however, you can catch them all day long.  Most anglers don’t fish for perch at night because there is no need to.  The bite is good all day long if you know how to find the perch and present the right baits to them.
